Ubio and Zoobank Taxon feeds (and force users to do setup tasks as part of the signup)

By default each site should include the two uBio taxon RSS taxon feeds (the regular taxonomically intelligent feed and the novum [new names] feed). These should be integrated with the signup process (see new task). See http://www.ubio.org/index.php?pagename=ubioRSS for more info on these feed.

Probably need to speak to Dave Remsen or someone else at uBio with regards this, especially given the requirement to sign up to get a taxon feed. Possibly ask for an automated way of signing up for the feeds through a web service and creating a taxon name watchlist.
